Shane Duffy scored the game’s first goal after 67 minutes, heading in a free-kick from Josh Cullen.
Before Callum Robinson tapped in a late third, Chiedozie Ogbene added a second when he converted from close range.
The result sees the Republic finish above Luxembourg in third position in Group A on goal difference.
The Republic’s opener came after Luxembourg’s Danel Sinani saw his 54th-minute goal ruled out following a foul on Duffy in the build-up.
It’s a satisfying finale to what has been a difficult campaign for the Republic, with the nadir being a 1-0 home loss to Luxembourg in March.
